Our Journey Begins

Penco Engineering arose in 1978 from a recognition by founder Norman C. Owings of the underserved rural communities in northwest Kansas. His vision was to provide high-quality civil engineering services tailored to the unique needs of the area. Since then, we've grown to a team of ten dedicated professionals, offering a diverse range of services to both private and public clients.
