Elwyn & Palmer Consulting Engineers, PLLC is a structural, civil, and geotechnical engineering firm based in Ithaca, New York. Founded in 2006, we provide engineering services to architects, municipalities, owners, contractors, fabricators, and developers. Our firm partners have a diverse and extensive background in public and private facilities design and construction, and a reputation for client service, integrity, and creative problem-solving.

Our Services

We offer a wide range of services including structural design, geotechnical and foundation design, construction phase services, and analysis and reports. In structural design, we combine computerized structural analysis and modeling software with over 50 years of practical structural design and construction experience. Our design solutions are cost-effective and constructable, and our design documents are thorough and complete. For geotechnical and foundation design, we provide both structural engineering and geotechnical/foundation engineering on many of our building projects, greatly improving the turn-around time and the quality of the building foundation design. In the construction phase, we offer full construction phase support on our design projects and provide construction support services to owners, fabricators, and contractors in areas such as construction shoring and bracing, support for excavations, steel fabrication drawing review, and structural inspection. Additionally, we support owners, attorneys, and contractors in the investigation of building performance problems and the identification of building or structure deficiencies, presenting our findings in a clear, concise, and understandable manner.

Our Team

Mike Palmer has over 25 years of experience in the engineering and construction industry. He is highly experienced in structural and geotechnical engineering and has a background in civil engineering and heavy civil construction. Dr. Palmer has completed projects in a wide range of fields including educational facilities, large-scale commercial facilities, foundation design for buildings and bridges, and seismic analyses of buildings, bridges, and dams. Joseph Caza III has over 17 years of experience in the design and construction industry. He is experienced in new and existing building design and engineering, including structural facility assessments, construction shoring design, cold formed steel design, structural and general building design, cost and project management, claims management and dispute resolution, contract administration, and close-out.
