Who We Are

proHNS is a versatile consulting firm dedicated to helping clients and communities reach their development goals. Established in 2015, we provide civil engineering, design, construction inspection, permitting, and contract administration services to private developers, municipalities, and State agencies across Alaska. Our firm has also recently expanded its services to the Lower 48 on behalf of the Federal Highway Administration. With primary offices based in Juneau and Haines, proHNS team members reside in communities throughout the United States and have been called upon to staff projects in Alaska, Washington, Oregon, California, Montana, Idaho, and Missouri.

Civil Engineering

Our Civil Engineers and support staff provide exceptional water resources engineering, transportation engineering, slope stabilization design, Americans with Disabilities Act (ADA) accessibility design, technical analysis and reporting, conceptual design and planning, construction cost estimating, specification writing, preparation of contract documents, and project delivery services.

Construction Administration and Inspection

Our Project Engineers, Office Engineers, and Engineering Technicians can handle all of your CA/I needs, including Owner representation, on-site inspection and reporting, stakeholder coordination and communication, constructability reviews, project schedule analysis, cost estimating and tracking, review of shop drawings and submittals, issuance of progress payments, drafting of change orders, responding to requests for information or design variance proposals, recordkeeping, and project closeout.

Environmental and Permitting

proHNS can assist you with water quality sampling, erosion and sediment control plan development, SWPPP inspections and reporting, SWPPP and Excavation Dewatering Plan writing for compliance with ADEC general permits, obtaining ADNR Temporary Water Use Authorization, applying for ADEC Approval to Construct water or wastewater projects, support for ADF&G in-water work permits, and preparation of U.S. Army Corp of Engineers nationwide permit applications and/or categorical exclusions.

Materials Testing and Quality Control

Key services provided by our WAQTC, ACI, or ODOT qualified Engineering Technicians include sampling and field or laboratory testing of soils, aggregates, concrete, and asphalt pavements. Our team maintains, calibrates, and operates field equipment to ensure accurate and reliable testing results.

Poor Experience with Engineering Company

Lack of Proper Planning and Execution

The reviewer, Todd Winkel, had a terrible experience with an engineering company that was hired to repair a road damaged by a landslide. The company failed to conduct site visits and consult with local residents, leading to a poorly designed project that ignored the actual problems and created new ones.

Inadequate Solution

The company's solution, which included paving a portion of the road, was deemed unnecessary by the residents and was misleadingly sold to FEMA as a landslide mitigation tactic. The real issue, the lack of a turnaround, was not addressed, and the paving would only increase traffic without providing a solution.

Inefficient Project Management

The project's delivery was also poorly managed, with significant impacts on residents, such as road closures during peak hours, without considering their needs. The project was scheduled during the peak tourist season, causing further inconvenience to the community.

Negative Impacts
