For over 50 years, Electrical Consulting Engineers (ECE) has been empowering the Southeast by providing high-quality engineering services to member-owned, municipal, and privately-owned electric utilities. Founded in 1968 by Billy Roseman, R.V. Southworth, Ted McGavran, and William Harkey, our mission has remained unchanged: to deliver exceptional engineering consultation services to the electric utility industry.
Our Company History
ECE has a rich history that dates back to 1968. Our company was founded with a clear purpose: to provide consulting engineering services to electric utilities. Over the years, we have grown and evolved, expanding our services to include a wide range of engineering solutions. In 1998, we underwent a significant transformation, becoming an employee-owned company through an Employee Stock Ownership Plan (ESOP). This move solidified our commitment to being a client-focused organization.
Our Team
At ECE, we pride ourselves on having a highly experienced team of engineers and professionals. Our team is led by Joshua R. Black, PE, our President and CEO, and William "Chris" Crosby, PE, PLS, our Vice President and COO. Our staff is comprised of licensed professional engineers, licensed professional land surveyors, project engineers, field engineers, engineering interns, and drafters. Our team's expertise spans a wide range of engineering disciplines, including power system planning, substation design, transmission and distribution system planning, and protection and coordination.

Substations
- Complete project services for the design of new construction or modification of existing distribution substations, transmission breaker stations, and step-down stations.
Transmission
- Engineering services supporting the design and project management of power transmission lines in voltage classes of 35kV through 230kV.
Protection & Coordination
- Engineering services for new and retrofit protection & coordination equipment including design, programming, and coordination studies.
Distribution
- Engineering services including design and project management for electric utility distribution lines in voltage classes 12.47kV and 25kV.
System Planning
- Transmission & distribution system planning services, including construction work plans, long-range plans, sectionalizing studies, and arc flash studies.
Survey & Field Services
- Full range of field services including surveying, staking, siting, GIS, and work order inspections.
Siting Services
- Siting and engineering services utilized in the development of electrical stations, existing station modifications, and transmission line construction.
Right-of-Way Acquisition
- Right-of-way and site acquisition services, including right-of-way location identification, easement recording, and everything in between.
