Our History

Founded in early 2004, Western States Development & Construction Inc. was established to acquire and develop property primarily in the San Bernardino County area. Over the years, we have expanded our services to include WS Realty and Optimum Property Management, as well as CD & G Construction. Our team has a strong track record of proven experience and results, enabling us to continue to grow and thrive even in challenging economic times.

• Jack Hall, President: A lifelong resident of Southern California, Jack has a proven record of performance for his projects and investors.
• Katherine Hall, Vice President - Property Management and Realty Services: A graduate of the University of Irvine, Katherine founded WS Realty, Inc. and Optimum Property Management.
• Matthew Helsius, Vice President - Development and Construction Services: Matthew is a graduate of Claremont McKenna College with a degree in Economics.
• Mark Lyons, Vice President - Commercial, Multi-Family Acquisitions and Sales: Mark has extensive experience in the valuation, acquisitions, repositioning, and dispositions of multi-family real estate.
