Who We Are

The Oregon Health Care Quality Corporation, also known as Q Corp, is an independent, nonprofit organization that plays a unique role in improving the quality, affordability, and patient experience of health care in Oregon. Founded in 2000, Q Corp leads community-based initiatives focused on improving the quality and affordability of health care in Oregon. We are dedicated to producing unbiased information and convening stakeholders and experts around quality and cost issues to address those issues and conceptualize programs using unbiased data and analytics.

Our Mission and Vision

Our mission is to improve the quality, affordability, and patient experience of health care in Oregon. We aim to achieve this by leading community collaborations and producing unbiased information. We work with the members of our community, including consumers, providers, employers, policymakers, and health insurers, to improve the health of all Oregonians.

Our Work

We work with various stakeholders to achieve the Triple Aim outcomes of a healthy population, exceptional patient care, and affordable costs. Our services include:

• Measurement and Reporting: We provide access to 50+ quality and utilization measures with data from eleven payers, including commercial health plans, Medicaid, and Medicare. Our reporting portal provides primary care medical groups and clinics with the information needed to make informed decisions about patient care.

• Cost of Care: Our shared goal is to help multiple stakeholders achieve the Triple Aim outcomes of a healthy population, exceptional patient care, and affordable costs. We produce unbiased information on the cost of care to help providers, payers, and patients make informed decisions.

• Maternity Care: We work with stakeholders across Oregon on efforts to measure and improve maternity care, including the development of an Oregon Maternal Data Center (OMDC).

• Patient-Centered Primary Care Institute: We provide resources and support for patient-centered primary care practices to improve the quality and affordability of health care.

• Public Reporting: We collect information about the quality of care for doctor's offices across the state to help patients make informed decisions about their care.

• Consulting Services: Our consulting services help healthcare providers and payers improve the quality and affordability of health care. We provide technical assistance and support to healthcare providers and help redesign how care is paid for and delivered.

Our History and Mergers

Q Corp was founded in 2000 and has a history of leadership in improving the quality and affordability of health care in Oregon. In 2017, Q Corp merged with HealthInsight, a private, nonprofit, community-based organization dedicated to improving health and health care. Together, our organizations leveraged our respective community efforts to achieve broader reach and engagement and produce Triple Aim results as efficiently as possible in Oregon and across the four-state HealthInsight region.
