We are California Engineering Company, Inc., a civil engineering and land surveying firm that has been serving the northern California region since 1953. Our company was originally established as Landon Surveying and Engineering, and later transitioned to its current name in 1996. Since then, we have been dedicated to providing exceptional engineering and surveying services to public agencies, special districts, and private developers. Our mission is to be an extension of your staff, and we prioritize clear and consistent communication with our clients above all else.

Our civil design team specializes in water, wastewater, storm drainage, streets, and infrastructure management. We are skilled in utility management and master plan and capital improvement planning. Our team of experienced engineers is committed to providing innovative and practical solutions that meet the unique needs of each project. We understand the importance of designing buildable and sustainable infrastructure, and we work closely with our clients to ensure that their goals are met.

In addition to our civil design services, we also offer comprehensive land surveying and mapping services. With over 60 years of surveying experience, our team is skilled in a wide range of surveying techniques, including GPS mapping, ALTA surveying, FEMA permitting, and elevation certificates. We also provide tentative and parcel subdivision maps, as well as boundary surveying. Our surveyors are dedicated to providing accurate and reliable data that meets the specific needs of each project.

Our Leadership

California Engineering Company, Inc. is led by founder and principal, David Swartz, PE, PLS. With 30 years of municipal engineering experience, Mr. Swartz has the capacity to understand the needs and concerns of our municipal and private clients. He has designed and construction managed a variety of public works and private infrastructure projects, including wastewater treatment plants, roadways, lift stations, subdivisions, municipal wells, and master plans.

As CEC's Chief Executive Officer, Mr. Swartz is responsible for the operation of the business, as well as ensuring that all clients are satisfied. He is ultimately responsible for quality assurance and quality control for all projects, contract negotiation and signing, and coaching staff as necessary to fulfill their careers and ambitions.

Mr. Swartz is dedicated to his community, serving as Board Chairman for the Yuba Sutter Fellowship of Christian Athletes. He is also a member of the Humboldt Wild Non-Profit Foundation, and has coached Little League Baseball, Little League Softball, High School Baseball, and Girls Basketball. He was previously a member of Yuba Sutter Rotary and Yuba Sutter Air Show Board.
