The agency allows eligible recipients to be responsible for hiring, training, supervising, and terminating their own PCA staff rather than obtaining staff through an agency. A Personal Care Assistant (PCA) is an individual who is trained to help persons with basic daily activities, and PCA services are available to eligible recipients covered by Minnesota Medical Assistance (MA), Minnesota Care Expanded Benefits, and certain identified state programs.
